NMS3 Budget reporting labels at EPIC level too ?

EPICs Labels : Do we need to have NMS3 budget reporting Labels (Operation/Project/Compliance) at EPIC Level too or JUST at issue level ?​

suggested decision: EPICs are too high level for budget reporting, focussing on these 3 categories. The right granularity for NMS3 budget reporting is at issue level
