Merge in VECTO/vecto-dev from VECTO/mq_vecto-dev:bugfix/VECTO-1539-engine-speed-ramping-up-before-vehicle-halt to develop

  avoid high engine speeds when braking to standstill for hybrids handle null-responses (gear changed during braking) in case of hybrid vehicles.
  create instance of combustion engine before gearbox so that gearbox 'knows' there's an ICE in the powertrain.
