OpenNCP Configuration Utility - Change behaviour and add missing properties

It was noticed during the 2023 Bootcamp in Bucharest that properties related to the abuse detection are missing from the configuration file openncp-configuration-default.properties

Next to this, it was also noticed that by running the openncp-configuration-utility just erases all the properties from the database. Ideally it should keep all the existing properties and add the new ones provided by the properties file and update if necessary.
