Possible error in the XCAServiceImpl OpenNCP 6.3.1

In the current implementation of OpenNCP  if the patient identifier value is different (could be achieved with tool like SoapUI) between the TRC and the message, the list of citizen references that accompanies the TRC is obtained along with the error.
