VS Binding Strengths

Almost all VS bindings in the MyHealth@EU Laboratory Report specification are set to required.

1. Why was the decision made to set all most all VS bindings to required? Such a decision indicates that one is sure that all use cases can be covered by the respective VS.

2. How does this impact additional information needed in national contexts and the technical validation of compatibility to EU specifications?

   The current approach results in issues,for example, when utilising the extensions imposeProfile and compliesWithProfile to show compability to EU specifications.

This decision, and any of this kind, and there impact should be documented in the implementation guides for more transparency and understanding of the specification.
