Combine BT-10 Activity Authority and BT-610 Activity Entity to BT-12 Activity Buyer

Currently we differ in the activity between Authorities (BT-10) and Entities (BT-610). To simplify the table both should be combined to Activity Buyer BT-12. Already now, the code list is combined in one list called Main Activity (https://op.europa.eu/en/web/eu-vocabularies/concept-scheme/-/resource?uri=http://publications.europa.eu/resource/authority/main-activity).
