BT-681 - EM FSR fields in CAN to Optional

The Foreign Subsidies regulation is only applicable to Competition Notices and not in Contrat Award Notices. The letter of the regulation should be reflected in the annex as FSR fields in CAN eForms should be marked as Optional and not EM.
