Notice in TED that the competition is stopped due to appeal
Pursuant to the Public Procurement Act of the Republic of Croatia, when an appeal is filed in the public procurement procedure regarding procurement documentation, the contracting authority must send a notification through national eProc platform that the procedure is stopped. That is fine for the national level. The problem arises when that notification has to be sent to TED, namely, bidders who learned about the public procurement procedure in TED only receive information that the procedure has been stopped after the announcement of a new deadline for submitting bids, and it often happens that they no longer have time to prepare their bid. For the sake of equal treatment of the potential foreign EOs, we ask for instructions on how to publish the information through eForms that the procedure has been stopped before the deadline for submitting bids. Also, the information that must be entered in the eForm "Reason for change", which is selected from the code list, does not provide for such a change. This issue was raised by the auditors of the European Commission, where they believe that these circumstances could have created discriminatory conditions in which TED users could think that the published deadlines for submitting applications for participation were valid, when in fact they needed to be corrected. Can it be solved somehow through eForms or is there some other way to publish it in TED.
