Improve indication of non-public / internal "Opening of Tenders" (ND-PublicOpening; BT-132-Lot etc.)
SUGGESTION
Introduce an explicit indication that the opening of tenders is not public i.e. tenderers are not allowed to participate.
BACKGROUND
In Germany for many cases the opening of tenders will be a non-public (i.e. internal) event. The presence of tenderers is not allowed.
A public event (i.e. tenders are allowed to be present) is only allowed for work procurements; and considered unnecessary if only e-bids are permitted.
Therefore in many cases the information of a public opening event is misleading, like date (BT-132(a)-Lot), time (BT-132(b)-Lot), place (BT-133-Lot) or description (BT-134-Lot).
Until recently information about public opening at ND-PublicOpening was mandatory (for the OPEN PROCEDURE). At least, that has changed and that information is optional.
Even today a non-public opening would be indicated by some text in the description field like "Bieter und deren Vertreter sind nicht zugelassen." ("Tenderers and their representatives are not allowed to participate." ) or "Nur Vertreter des AG" ("Only representatives of the [abbrevation for buyer]").
