BT-736 Reserved Execution: German Codelist Tailoring of code "not-known"

The BT-736 "Reserved Execution" is described: "Whether the execution of the contract must be performed in the framework of sheltered employment programmes."

Currently the codelist reserved-execution for BT-736 contains the values yes / no / not-known. The usage of the codes is currently not limited by business rules.

The German expert group Pre-Award discussed the requirement for a reserved execution should be a definitive decision, known and specified in the PIN of a procedure already and before the contract is awarded. Allowing the status to be not-known contradicts the purpose of this element to provide this information to potential bidders and therefore should be avoided.

The EG has concluded that the reserved-execution codelist value not-known for BT-736 should be tailored out the German standard eForms-DE. Basically, the tailoring turns the BT into an indicator.
