BT-821 Extend the codelist for Selection Criteria

A reoccuring topic in the German expert group Pre-Award is the introduction of more generalized codes for selection criteria.

There are cases where the existing criteria codes do not fully capture the actual selection criteria, yet extending the code list with new specific grounds is not desirable.

We propose introducing the groups shown in the Selection Criteria guide as individual codes.
