Introduce BT-681-LotResult

Recently we found a mismatch for BT-681-Lot between CN (e.g. form 16) and CAN (e.g. form 29 ):

  • For the CN, BT-681-Lot can only be refer to lit a) of Article 28 (1) FSR.
  • For the CAN, BT-681-Lot both refer to lit a) and lit. b) of Article 28 (1) FSR.

This means, that the meaning of BT-681 changes between CN and CAN.

Therefor even if for a CN the value "YES" would be correct (lit a), for the CAN the value "NO" could be right (because lit b).

This difference is not because the information for lit a changed, but because other information (lit b) must be included.

I suggest:

  • BT-681-Lot should only refer to lit a) of Article 28 (1) FSR.
  • BT-681-LotResult should refer to lit a)+ lit b) of Article 28 (1) FSR.
  • BT-682-Tender should depend on BT-681-LotResult

Thus BT-681-Lot should not differ between CN and CAN.
