Develop guideline for Georefencing Organisations and especially BG-708 Place of Performance

Currently, the buisness considerations behind the defintions are not clear enough to allow sustainable use of eForms especially for tailoring in MS.

Hence, it would be helpful to also write a guideline on the usage of the different ways of geo.referencing place especially "place of performance".

This might also imply some changes like

  • Use of NUT-2 codes
  • Addition of a decription of the logic behind listing several places e.g. of if two Places are listed are the listed because the performance takes place at both places or somwehere there?
