"Other" procedure types allowed on notice type 16

Is there a reason to allow "Other single stage procedure" and "Other multiple stage procedure" (still in SDK 1.10) to be selected for notice type 16. Is the directive not exhaustive in defining the procedure types available for CAs? We see that the notices are prone to unnecessary user errors by allowing these choices.
