Inconsistency in direct award pre-announcements

GR-LotResult-Section does not exist in notice subtype 28. Is this intentional? All other direct award pre-announcements (subtype 25-27) contain this section.

According to https://github.com/OP-TED/eForms-SDK/discussions/874 this corresponds to the Regulation Annex, but how should the "winner" be referenced without the GR-LotResult-Section?

Furthermore, the current implementation with the recording of a "settled contract" does not seem to me to be in the sense of a "pre-announcement" of a direct award.
