Adjust "Main activity" - codelist (BT-10 & BT-610) to use COFOG completely

BT-10 "Activity Authority" and BT-610 "Activity Entity" are both linked to "main-activity" codelist.

This codelist is considered too restrictive to French buyers.

We would like the code "other" to be added to the codelist.
