Voluntary notices E1 to E6

Some countries have started to work on voluntary notices in eForms style based on the notices that are part of the SDK. To streamline and help us to implement it to your needs, please use this issue to provide information about the specifications or link to websites where we can find the technical documentation. Likely, we will organise a meeting just around this. From the voluntary forms especially E1 to E5 are interesting, E6 will be more or less a copy of the subnotice type 38.
