Code list on Selection Criteria added and open for comments

The code list on Selection Criterion is available and open for comments. It is the code list behind BT-806. Please use this issue for comments. As we need to implement in eForms in SDK 1.12 Exclusion Grounds and Selection Criteria, we will use the list linked below. Nevertheless, we would like to get comments from all to improve the list for SDK 1.13. Some important points for this code list:

  • This code list is a taxonomy, meaning that it has two levels. The group of a number of Selection Crtierion and the the actual ground. An example is below. You will see that the group in the example is slc-abil and the grounds will then start with this code like slc-abil-facil-res.
  • For eForms, currently only the actual grounds will be used, not the groups.
  • Through using the codes, we also group logical exclusion grounds together. An example is about references. The three codes are slc-abil-ref-services, slc-abil-ref-supply and slc-abil-ref-work. This will make it easier to read through the list and also will help in user interfaces to see corresponding grounds next to each other.
  • Two selection criteria were merged together. In the ESPD EDM and eCertis currently there are two separate criteria on authorisation and membership. This was now changed to have only one criterion Authorisation or membership of a particular organisation needed for service contracts with the code slc-suit-auth-mbrshp.
  • Two selection criteria were 'reshuffled' to bring more logic to them.
    • Old: Technical facilities and measures for ensuring quality and Study and research facilities
    • New: Study, technical and research facilities and Measures for ensuring quality
  • We created a new group slc-sec - Ability to secure information, processes, and deliveries, to reflect the new selection criteria introduced through the Defence Directive.
  • Some of the labels and almost all definitions were updated to improve readability. In a future update for eCertis, we will reuse this code list to align it fully. This will also have in the future an impact on the ESPD.
Code Label Definition
slc-abil Technical and professional ability Selection criteria based on the technical and qualification capacities of the economic operator.
slc-abil-facil-res Study, technical and research facilities The economic operator can use study, technical and research facilities.

The aim is to have, if necessary, an improved list until mid-August, so that we can include the list in SDK 1.13. Looking forward to receive your comments!
