Remove "cancel" as Change notice justification (change-corrig-justification codelist)

The eForms codelist for Changes includes a "cancel" option.

Its description in https://op.europa.eu/en/web/eu-vocabularies/concept-scheme/-/resource?uri=http://publications.europa.eu/resource/authority/change-corrig-justification is "The buyer has cancelled the current notice by making it null and void. It does not cancel the procedure or the lot."

Every valid notice that is submitted to the Publications Office is published in the OJS on TED. To "cancel" a notice, the buyer must send a second notice that effectively says that previous notice should never have existed - so two notices in TED.

Despite the guidance, buyers send "cancel" notices in the assumption that it cancels a procedure or lot. Ending/closing/cancelling a lot or procedure should be done with a contract award notice with no winner, meaning that a "cancel" notice is not needed anyway.

OP has added rules to disallow "cancel" for contract notices after the deadlines but this only handles the most obviously wrong uses of "cancel" (you cannot make a contract notice just disappear after you've received tenders etc).

It would be clearer all round to remove the "cancel" option from the codelist. Buyers still have enough flexibility to explain what is happening in a procedure through other options like Changes to all type of notice or awarding with no winner.

Note that "cancel-intent" would still be available - this is valid reason for a change to inform about a future non-award for example.
