BT-119 extended to apply to qualification systems (Utilities Directive)

BT-119 indicates the termination of a dynamic purchasing system (DPS). Since qualification systems (Art. 77 of Directive 2014/25/EU) are also not limited in their duration and since the provisions on publication are comparable between DPS and qualification systems (compare Art. 52(8)(a) and Art. 68(2)(a)), BT-119 should likely be extended to include qualification systems. There is no need for an additional BT since a qualification system and a DPS should not exist at the same time.
