BT-777-Lot Strategic Procurement Description - new validation rule in SDK 1.12

When analyzing SDK version 1.12, we discovered that a new validation rule was added for the field BT-777 Strategic Procurement Description. This field is forbidden if the field BT-06 Strategic Procurement is empty or has the value “No strategic procurement.”

The issue is that in our system, which is based on SDK 1.8.2, we implemented a national rule requiring users to provide a reason in field BT-777 when they select “No strategic procurement” in field BT-06. At our ministry, there is a strong emphasis on strategic procurement, and we want to know the reasons, why it is not used, for analytical purposes.

Therefore, I would like to ask for the removal of this validation rule so that we can continue to use field BT-777 in accordance with our national rule.
