Notice on the existence of a qualification system - 2 questions

1. Question about the SDK version 1.13. fields: Make BT-1311 (deadline) mandatory for QS (TEDEFO-3842) Change the constraints for "Deadline Receipt Requests" from forbidden to mandatory for notice subtype 15.

There is no provision for such a field in the Regulation, and, also, it is unclear how to apply it in practice, as the field is suitable for the procurement procedures, not for the Notice on the existence of a qualification system. In the Notice on the existence of a qualification system, neither the type of procurement procedure nor the submission deadline needs to be indicated. What is the basis for designating this field as mandatory? And is it foreseen to make this field mandatory in other notices where it was optional or not intended?

2. Can multiple buyers be indicated in the Notice on the existence of a qualification system if none of the centralization roles are specified in field BT-08?
