FSR fields - when lot value is less than 125M and for design contest winners

Dear all,

1. What are the expected validations in the results notice regarding the tenderer (winner) if the competition notice states that it is subject to FSR (expected contract price above 250 millions), but the procurement is divided into lots, and the value of the lot for which the tenderer (winner) is applying is less than 125 millions? In this case, according to the FSR Regulation, the tenderer is not required to submit neither a statement nor a declaration. What value should be indicated in the results notice in the field BT-682, if this field is mandatory automatically when the value "Yes" is chosen in the field BT-681 in the competition notice?

2. Regarding BT-681 and BT-682 - in Excel and the Regulation, it appears that BT-681 does not apply to the design contest notices, but in the results for the design contest winners, BT-682 must be marked. How do they validate against each other?
