Contract value in CANs
I noticed that this isue has been already been indirectly raised in some discussions. To get views from others I wanted to raise this as an independent issue:
We need a mandatory field for contact value in CANs. It would greatly improve the intrepretation of this field if there was an additional field on how the contact value has been calculated (dropdown list of predefined options).
Currently, there is no field for the contract value in CANs. With contract value I mean the true (maximum?) value of signed contract. Currently there are other types of value fields but this one is missing.
For each contact one can give TED BT-720: Tender Value and TED BT-710: Tender Value Lowest & TED BT-711: Tender Value Highest. To me tender value is not the same as the value of the contract. The tender value may refer to a comparison price of tenders which is often formed as a result of a basket or a sample. Say you intend to make a supply contract for tomatoes and cucumbers for 2 years. Based on previous consumpion pattern you know that the contract value will be ~200.000 eur. To compare the offers you ask price of 10 kg of tomatoes and 5 kg of cucumbers for each month of the year. Hence the tender value (comprison value) will be e.g. 35.567 eur for one offer and e.g. 47.768 eur for another. Based on the data from 2024 I noticed that people often record in these fields the COMPARISON PRICES (35.567 eur, not 200.000 eur)
In CANs there is also a mandatory value field TED BT-161: Notice Value. Again, this is not the same as the value of contract (s). In the data from 2024 I noticed that this field confuses users even more. It seems that if the CA has used estimated value then they put the same value in this field. However, estimated value is not the same as the contract value and when it is compounded, it is impossible to know what the value of each contract withing the tendering procedure is.
I know it is often difficult to state exact value for a contract and the value calculation rules in the Directives confuse the situation even more. Hence it might be helpful if there was a dropdown list on how the value has been calculated (e.g. for the whole contracting period, for 4 years, for 1 year, ...).
PS1. Contract value is not the same as the value used for determining EU / below EU tendering procedure. This contact value is different from any other value field.
PS2: in FAs there are additional value fields that I have not taken into account.
