In the description for BT-763 (Lots All Required), it states “The tenderer **must** submit tenders for all lots”. BT-763 is an indicator. However, according to Art. 46(2) Directive 2014/24, it rather seems that it should be indicated whether the tenderer **may** submit tenders for all lots (no obligation). Please see that attached Article. We'd propose to change the wording of the description/indicator to: "The tenderer **may** submit tenders for all lots". The name of the BT would also need to be changed (e. g. to "Lots All Allowed").  (Note: this might be part of the bigger discussion on the necessity of such indicators).
