BT-736 Reserved Execution: German Codelist Tailoring of code "not-known"
The BT-736 "Reserved Execution" is described: "Whether the execution of the contract must be performed in the framework of sheltered employment programmes."
Currently the codelist [_reserved-execution_](https://docs.ted.europa.eu/eforms/latest/reference/code-lists/reserved-execution.html) for BT-736 contains the values `yes` / `no` / `not-known`. The usage of the codes is currently not limited by business rules.
The German expert group Pre-Award discussed the requirement for a reserved execution should be a definitive decision, known and specified in the PIN of a procedure already and before the contract is awarded. Allowing the status to be `not-known` contradicts the purpose of this element to provide this information to potential bidders and therefore should be avoided.
The EG has concluded that the [_reserved-execution_](https://docs.ted.europa.eu/eforms/latest/reference/code-lists/reserved-execution.html) codelist value `not-known` for BT-736 should be tailored out the German standard eForms-DE. Basically, the tailoring turns the BT into an indicator.
