award criteria - other than price, cost and quality?
The current codelist for BT-539 Award Criterion Type only holds three values: price, cost or quality.
Wouldn't it make sense to extend this list so contracting authorities can define their award criteria more precisely?

- technical merit
- aesthetic and functional characteristics
