New indicator idea - % of missing CANs per country / year

I would like to see a new indicator that shows the percentage of missing contact award notice. Take the contract notices + ex-ante notice and compare if a contract award notice has been published to those. If not = percentage of missing contract award notices. Alternatively: make this comparison after 6 months from the publication date of the contract notice.
