NUTS code filter in PPDS indicators

The current NUTS code filter in PPDS indicators should be improved so it filters not only for the specific selected code, but also for the codes that are below.

For example, if the NUTS code AT21 is selected in the filter, the data filtered should include all notices with NUTS code AT21, and also all notices with NUTS codes AT211, AT212 and AT213.
