Contract award notice date as contract conclusion date
Rule Definition
If a contract award notice announces a winner and the contract conclusion date is not provided or it is not valid, the contract award notice date is used as the contract conclusion date.

Rule elaboration
When the contract conclusion date is not provided but can be infered as per this rule, both the original value of the contract conclusion date and the infered contract conclusion date are stored.
When the contract conclusion date is properly provided, the infered contract conclusion date takes the same information as the original contract conclusion date.
