In each procedure where the legal basis is not provided or it is not valid, the CPV code is used to infer the legal basis.

Rule elaboration
In every procedure where the legal basis is not provided or it is not valid, the CPV is used to obtain the legal basis following these steps:

First, the main object of the contact is obtained through the NAL "CPV".

Second, the legal basis is obtained through the NAL "Legal basis" using main object of the contract obtained in the previous step.
When the legal basis is not provided or it is not valid but can be infered through the CPV per this rule, both the original value of legal basis and the infered legal basis are stored.
