In each procedure where the buyer’s main activity is not provided or it is not valid, the CPV code is used to infer the buyer’s main activity.

Rule elaboration
In each procedure where the buyer’s main activity is not provided or it is not valid, the CPV code is used to obtain the buyer’s main activity following these steps:

First, the main object of the contract is identified through the NAL “CPV”.

Second, the buyer’s main activity is derived through the NAL “CPV”, using the main object of the contract obtained in the previous step.
When the buyer’s main activity is not provided or it is not valid but can be inferred from the CPV code according to this rule, both the original buyer main activity value (if any) and the inferred buyer main activity are stored.
