Publication date as dispatch date

Rule Definition

In each notice where the dispatch date is not provided or it is not valid, the publication date of the notice is used to infer the dispatch date.

Rule elaboration

When the dispatch date of the notice is not provided or is invalid but can be inferred according to this rule, both the original dispatch date value (if any) and the inferred dispatch date are stored.When the dispatch date of the notice is properly provided, the inferred dispatch date takes the same value as the original dispatch date.
