Rules about number of tenders received

There are several rules related to section - 6.1.4. Statistical information: for example "If winner is from a non-EEA country, the number of received non-EEA tender is greater or equal than 1." . This section is covered now partially because many other related rules for this section can be created e.g. Number of tenders or requests to participate received >=Type of received submissions: Tenders submitted electronically.
