Rule elaboration
The need to create this rule arises because, prior to its introduction, work was being done at the notice level rather than the procedure level. This methodology led to the possibility of multiple duplicate notices, making it impossible to obtain the latest available information. With the introduction of eForms, procedure information can now be obtained, as each notice includes the procedure ID. With this information, all notices are linked to a specific procedure, allowing the logical path between the Contract Notice (CN) and the Contract Award Notice (CAN) to be traced, including all Change Notices for that procedure.
