Introduction of mandatory dcat:contactPoint for foaf:Agent subclass :HealthAgent is unworkable

Addition of a mandatory dcat:contactPoint property for dct:publisher makes it very difficult to provide data for organisations in the dct:publisher property. Even just providing an email address can be very hard for e.g. large institutions, since they may not even have a general email address, or the email address is not readily found. The hurdle of finding email addresses for all organisations (and now even a contact person!) in already filled metadata catalogues is too big to manage.

The property is also not needed, because it is mandatory to provide a dcat:contactPoint for a Dataset.

Possible solutions:

-relax the properties' cardinality, make it recommended or optional

- move back to a recommended or optional foaf:mbox in foaf:Agent (preferred), > with this option you could also get rid of the confusing and impractical inheritance structure in foaf:Agent.
