Unclear usage of dpv:hasPurpose

The definition of the dpv:hasPurpose property in Dataset states: 'A free text statement of the purpose of the processing of data or personal data.'

However, the usage note states: One or many categories or sub-categories of the purposes can be chosen from the taxonomy provided by dpv https://w3c.github.io/dpv/2.1/dpv/#vocab-purposes. Example value could be: dpv:ResearchAndDevelopment. Or simply use free text description with source url on dpv:Purpose.

The RDF example is (suggesting the property has to be filled with a value from the dpv taxonomy):

dpv:hasPurpose <https://w3c.github.io/dpv/2.0/purpose#ResearchAndDevelopment>

In the Dataset Description Assistant, currently only a free-text statement is possible, providing an IRI from the dpv purpose vocabulary is not.

How should this property be used? With free-text statement, or a value from the taxonomy?
