The cardinality of dct:publisher in the Catalogue class in release 6 of HealthDCAT-AP is currently 0..1.

In DCAT-AP v3.0.1., the cardinality of Catalog.publisher is 1..1

Should the cardinality in HealthDCAT-AP not be aligned with DCAT-AP ?
