How to specify standards and coding system?

In the previous version of HealthDCAT-AP, not only the health theme, but also a number of other properties were supposed to be filled with items from Wikidata, for example healthdcatap:hasCodingSystem and dct:conformsTo.

In the release 5 version, we do not see that mentioned anymore. However, the the RDF examples of healthdcatap:hasCodingSystem and dct:conformsTo are still filled with items from Wikidata.

Should these properties still be filled with Wikidata or are dataholders completely free in how to fill these properties?
