Document Freezes while saving empty new list in legal act

SUMMARY

While saving a paragraph with an empty list during editing of an article on the Legal Act page, the CKEditor stops working.

- Steps to Reproduce:

• Navigate to the Legal Act page.
• Open any article to edit.
• Create a new list in the paragraph.
• Leave the list empty (do not add any text to the point).
• Try to save with the empty list.
• Observe that the CKEditor becomes unresponsive (hangs).

Expected:-

It should save and close the ckeditor without any error by exlcuding empty element.
