Prefinalisation: do not translate the TLCLocation showAs content.

SUMMARY

Nowadays when doing the prefinalisation, in the <TLCLocation xml :id="BEL_BRU"> element, the @showAs attribute (@showAs="Brussels") is translated (or Luxembourd, or Strasbourg)

This attribute value should not be translated according to the interinstitutional agreement on the handling of @showAs attributes.
