Unable to create subparagraph after single outdent when table Is present.

SUMMARY

In a numbered article, when a table is inserted at any point for example (point b), and the point b is outdented once, the point should become a subparagraph. However, instead of becoming a subparagraph, it incorrectly becomes a numbered paragraph.

Step to reproduce

-Create a proposal : SJ 023

-Navigate to legal act page and create a structure with table as shown below image :

-

-save and close ck editor , and open it again .

-Outdent point b once , it become numbered paragraph- NOK

Expected Result : If we outdent any point once, then a subparagraph should created
