Fork and Merge- Contribution milestone is showing suggestions which should not.

Summary:

Contribution milestone is showing suggestions which should not and only comments are allowed.

Steps to reproduce :

1.Create a contribution

2.Go to contribution and give a suggestion. Save

3.Create a milestone. A pop up shows that suggestions will be excluded and then save.

4.Open the Milestone view - NOK ( suggestion is visible )
