property hasURI to be replaced with a different property

The property rrmv:hasURI is introduced problably with the intension to ensure the instance has a public ID. However as pointed out by the review of Jaroslaw, ELI has its onw rules for the URIs [ELI-IMPL]. Moreover in the ELI context it is mandatory that each leglistaltion has a PURI assigned. At least top level, article and paragraph level are optional. But the structure of the ELI URI is fixed by the ELI community. It hence has no added value to add rrmv:hasURI to an ELI class. In addition the property hasURI raises questions about its intention and use. Can it have a different value than the URI of the instance? If so what is the distinction. If not, what is the added value of this property?

Proposal: To replace it with the generic adms:identifier property that allows to support multiple contextualized identifiers for the same entity.
