Publish the RRMV as vocabulary and application domain in sync with the PURI domain

Connected with the previous CR CR9i the current document is a mixture between a vocabulary (a collection of terms) and an application profile (the usage of terms in a context). By publishing both in their own right, the semantics may become more precise.
