Clarification relationship with Legal texts and information systems processing legal texts

Assumption 0: RRMV is a supporting tool for policy officers. Assumption 1: Request is an interpretation of the legal text. Assumption 2: A mistake in the interpretation should not lead to a republishing of the legal text.

If the legal text changes does the URI of the Request has to change? Can the same legal text be managed with distinct systems each have a slightly different view?
