Bad naming for trailer-specific XSD files and namespaces

Trailer-specific namespaces have the suffix 'DEV' in them and also have wrong version numbering. They continue the numbering of the core VECTO XSDs but they should not since they are trailer-specific and not a continuation of VECTO. This also happens in filenames of XSD's, which are made available to the users.
