Error: OVC HEV Fuel consumption and CO2 CIF output do not show the same evolution when changing VECTO version
Summary
Comparing the results found in the Customer Information File for different development VECTO versions, CO2 and fuel consumption variables don't show the same percentage of increase or decrease while the two variables should evolve in the same manner.
The issue is observed only in the case of OVC HEV vehicles. Other vehicles shows the same percentage of evolution for both CO2 and fuel consumption when comparing two VECTO versions.

The formula to compute fuel consumption can be found in VectoCore/Models/Declaration/DeclarationData.cs and should be checked for OVC vehicles.

Running OVC files from issue #491 and #492 with different versions of VECTO and compare CO2 and Fuel Consumption evolution.
Versions affected:
- Windows version(s): Win10
- VECTO versions(s): VECTO-4.3.3 compared to VECTO-0.11.4
- .NET version(s): 6.0
