TotalRatedPropulsionPower in CIF is always 0

Summary

For xEVs (in this case only tested for IEPC vehicles) the CIF always outputs 0kW as the TotalRatedPropulsionPower even if in the input file a rated power for the IEPC was given (which was of course other than 0)
