Mansoja makefile docs

1. Restructure the documentation. Now the pipeline expects the doc at these locations: /docs/source/smithy /docs/source/sphinx

2. Sphinx was using a Makefile of the project to build the doc, but not Smithy. I modified to have Smithy work with a Makefile too.

3. I also added proxy variables for the build of the container. Only the runtime was working so far, but re-build was failing.
